The Delegation of the European Union to China (Delegation) represents all the institutions of the European Union.
The European Union (EU) is a political and economic union of 27 countries that aims to promote peace and human development. It was founded on values of respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities. These values are common to the Member States in a society in which pluralism, non-discrimination, tolerance, justice, solidarity and equality between women and men prevail.
The Delegation was established in Beijing in October 1988 and has full diplomatic privileges and immunities, with the Head of Delegation accorded ambassadorial status.
This event is a Hybrid event, where you can join either online or at the EU Delegations offices in Beijing.

Current position: Minister Counsellor, Head of Trade at the EU Delegation to China
Profile: Spanish national, lawyer by training, specialised in EU law.
Work experience: Joined the EU in 1998, held various positions in the European Commission working on competition, research and development, and in the cabinets of two EU Commissioners before moving to trade in 2012. Team leader coordinating EU trade & investment relations with China 2015-2018, Head of Trade at the EU Office to Hong Kong 2018-2019, Head of trade at the EU Delegation to China since September 2020.

Mervi Kahlos
First Counsellor, Trade Section at EU delegation
Mervi Kahlos joined the Trade section of the Delegation of the European Union to China in September 2018. She follows in particular investment and market access issues, and the High Level Economic Dialogue.
Ms Kahlos previously worked in the Trade section of the Delegation of the European Union to Japan, where she followed market access issues for agricultural, forestry and fisheries products, along with food safety and other regulatory issues, including healthcare. She was closely associated to the EPA negotiations between the EU and Japan.
Ms Kahlos joined the European Commission in 2003. She started her career in the WTO unit of DG Agriculture, working on WTO's DDA and Article XXIV.6 negotiations for more than six years. She also served as the Japan and Korea desk officer in DG Agriculture.
Ms Kahlos graduated from the Joensuu University in Finland. She holds a Master of Arts Degree in Interpretation studies, having majored in Russian and minored in English languages.

Head of Section, Counsellor for Climate Action and Environment at EU delegation
After working 10 years in the private sector in several posts related to marketing and innovation Sebastien Paquot joined the European Commission in 2015 as Policy Officer in the unit in charge of Circular Economy. In 2017 he was appointed adviser to the Director General of DG Environment before becoming Member of the Private Office of Commissioner Vella in 2018. He joined the EU Delegation in China in September 2019 as Head of Section in charge of Environment and Climate files.

Schmiedel
First Counsellor Internal Market, Industry, Entrepreneurship and SMEs at EU delegation
Since September 2019, Frank Schmiedel has been covering industrial policy and regulation, public procurement, entrepreneurship and SMEs at the Delegation of the European Union in Beijing. Previously he worked at the European External Action Service (EEAS) and the European Commission in Brussels. From 2007 to 2011, he was posted at the Delegation of the European Union in Washington D.C.
Frank studied economics and political science in Germany and holds a Ph.D. in economics. Before joining the European Commission in 2001, Frank worked for multinational companies and as a management consultant.
