Firstly, on August 11, 2025, the Ministry of Finance and the State Taxation Administration issued the "Implementation Regulations of the Value-Added Tax Law of the People's Republic of China (Draft for Comment)". It is the final parts of the whole VAT Law to be effective from 2026 Jan 1st impacting all corporations registered in China. This rule will provide specific provisions on core issues such as the determination of tax obligations, tax deductions, and the application of tax incentives, directly impacting corporate tax compliance and strategic planning.
