After several years of declining business confidence among European companies in China, early indications suggest that an inflection point may be near. A sustained recovery, however, will depend on the adoption of appropriate policy measures.

Numerous headwinds persist – intensifying domestic competition, slowing economic growth, persistent market‑access hurdles, regulatory complexities, and the growing politicisation of commercial activity. Moreover, policymakers must constantly balance domestic development objectives against external pressures, notably rising geopolitical tensions. In this context, it would be prudent to complement long‑term reforms with pro‑business measures that deliver quick, visible wins – thereby generating the momentum needed for a meaningful and lasting improvement in sentiment.

As the 2026 European Chamber Business Confidence Survey underscores, by picking the "low‑hanging fruit" – implementing readily achievable, business‑friendly adjustments – China can credibly signal its commitment to market improvement and build the foundation for a full rebound in investor confidence.
